Over recent years, Brazil has been dynamically expanding its AI developments. In July 2024, the Ministry of Science, Technology and Innovation launched the Brazilian Artificial Intelligence Plan (PBIA) 2024–2028, titled “AI for the Good of All,” allocating R$23.03 billion — roughly $4 billion — over four years across five strategic axes covering AI infrastructure, workforce training, public services, business innovation, and regulatory governance. The program funds an upgrade to the Santos Dumont supercomputer and the creation of a national network of AI research centers, alongside a sovereign cloud initiative and SoberanIA, a Portuguese-language large language model trained on domestic infrastructure.
The use of facial recognition technology in Brazil has moved well beyond pilot deployments. São Paulo’s Smart Sampa program, introduced in 2024 and described as Latin America’s largest AI facial recognition system, compares live street imagery against judicial databases. By April 2026 the network comprised 50,000 cameras — 20,000 municipal units equipped with facial recognition and 30,000 integrated private cameras — and had contributed to the arrest of 3,000 fugitives since operations began in September 2024. Nearly 4,000 additional individuals were detained in the act of committing a crime, at an operating cost of approximately $2 million per month. In Rio de Janeiro, facial recognition has contributed to roughly 950 military police arrests since its 2024 rollout, around 10% of total arrests in the period, with 1,300 vehicle-mounted cameras running Dahua software recently deployed and body-worn camera integration planned. Carnival remains the technology’s highest-profile proving ground: in Salvador, Bahia, facial recognition helped capture 55 fugitives during the 2025 festivities, with robberies falling 33% and thefts 32%.
Accuracy and civil liberties concerns temper this expansion. At least 141 Smart Sampa arrests stemmed from outdated warrants, and in Argentina the trajectory has been markedly different — Buenos Aires’ 9,500-camera Fugitive Facial Recognition System was suspended in 2022 and subsequently declared unconstitutional, establishing a regional precedent that continues to shape procurement across the market.
Aware Inc, headquartered in Burlington, Massachusetts, provides biometric software products and services to government agencies and commercial entities. Its Awareness Platform converts biometric data into actionable intelligence for identity verification and fraud prevention. The company has been integrating biometric assets acquired from ROC and Mitek into a consolidated environment spanning identity verification, liveness detection, deepfake defense, and high-volume biometric matching, reporting second-quarter 2026 revenue of $3.3 million against $3.9 million a year earlier. Aware has also secured FIDO2 Server Certification, supporting passkey-based authentication layered with biometric verification.
